1.0 Acceptance of Terms

These Terms and Conditions (“Terms”) constitute a legally binding agreement between you (“User”, “Player”, “Club”, “Official”, or “Registrant”) and the Bihar Football Association (“BFA”), the sole official governing body for association football in Bihar.

By accessing or browsing this website (biharfootballassociation.com), creating a user account, submitting online registration forms, or participating in any competition sanctioned by the BFA, you agree to be bound by these Terms, the Privacy Policy, and the BFA Constitution.

2.0 Constitutional Authority & Statutory Governance

Under Chapter – I, Article 1 of the BFA Constitution, the Bihar Football Association is an autonomous state sporting body in continuous existence since 1968, possessing sovereign jurisdiction throughout the State of Bihar, and duly affiliated with:

• All India Football Federation (AIFF): The apex national governing body for football in India.
• Bihar Olympic Association (B.O.A): The recognized state Olympic body.

All matches, tournaments, player registrations, coach licenses, and disciplinary decisions are administered in strict consonance with the AIFF Statutes, FIFA Laws of the Game, and the BFA Constitution.

3.0 Registration Integrity & Strict Prohibition of Age Fraud

Every individual registering on the BFA portal — whether as an amateur player, professional athlete, club official, referee, or coach — warrants that all information, birth records, and identity proofs submitted are true, authentic, and complete:

• Dual Registration Bar: No player registered with an affiliated BFA club may register with an unrecognised or outlaw football entity without an official No Objection Certificate (NOC) signed by the BFA General Secretary.
• AIFF CRS Compliance: All player transfers and contracts must comply with the official AIFF Central Registration System (CRS) transfer windows.

4.0 Code of Conduct, Anti-Doping & Fair Play

Every registered club, official, and player is expected to uphold the supreme dignity of the sport as codified under Constitutional Article 3 (Objectives):

• Substance Abuse Prohibition (Article 3.3): Consumption, possession, or promotion of illegal drugs, narcotics, cigarettes, tobacco products, and alcohol within tournament venues or training grounds is strictly prohibited.
• Anti-Doping Compliance: All players agree to submit to unannounced in-competition and out-of-competition doping tests conducted by NADA (National Anti-Doping Agency).
• Match Integrity (Fair Play): Match-fixing, betting, bribery, collusion, or improper contact with match officials will result in permanent expulsion and life bans from the sport.
• Non-Political Demeanor (Article 3.9): The BFA is strictly non-political. No participant shall use BFA platforms or tournaments to display partisan political banners, slogans, or sectarian propaganda.

5.0 Intellectual Property Rights

All content on biharfootballassociation.com, including the Bihar Football Association crest, emblem, state tournament logos, graphic designs, software scripts, photographs, audio/video media, match fixtures data, and constitutional documents, are the exclusive intellectual property of the Bihar Football Association or its authorized content licensors.

No user or third-party organization may reproduce, republish, sell, scrape, or commercially exploit any association materials without prior written consent from the BFA Executive Committee.

6.0 Athletic Risk, Physical Fitness & Limitation of Liability

Participation in football matches, selection trials, fitness camps, and athletic training involves inherent risks of physical injury:

• Medical Fitness Warrant: By enrolling in BFA tournaments, the player and their affiliated club affirm that the athlete is medically certified and physically fit to compete in competitive association football.
• Limitation of Liability: While the BFA mandates certified first-aid medical personnel at sanctioned state tournaments, the BFA, its executive committee, match commissioners, and referees shall not be liable for accidental on-pitch injuries, medical expenses, or indirect losses arising during matches.
• Portal Availability: The BFA makes reasonable efforts to ensure uninterrupted portal access, but is not liable for temporary downtime caused by server maintenance, network outages, or force majeure events.

7.0 Dispute Resolution, Arbitration & Jurisdiction

All disputes, claims, or controversies arising out of these Terms, portal registrations, or tournament bylaws shall be resolved exclusively through the established sporting judicial channels:

These Terms are governed by and construed in accordance with the laws of the Republic of India. In the event of any judicial proceedings, the courts at Patna, Bihar shall possess exclusive territorial jurisdiction.

8.0 Amendments, Severability & Official Contact

The BFA reserves the right to amend, update, or revise these Terms at any time in response to amendments in AIFF statutes, state government regulations, or executive committee resolutions. The updated version will be published on this page with an updated “Effective Date”.
